Christine Deane joined the Science Council Secretariat in August 2008. She has a PhD from the National University of Ireland - her thesis was on environmental stress tolerance in crops - and she also holds a Doctorate in Biotechnology. Chris has held a series of positions as a research scientist, manager and policy analyst in academic, private and public sector organizations. She has worked for the Irish and Australian Governments, holds qualifications in intellectual property law and economics, as well as the natural sciences, and has studied at the University of Milan, Oxford University and University College Dublin. She was in the Advisory Unit to the Secretary General of the OECD, and in the Biotechnology Division of the OECD, where she was responsible for inter-governmental agreements on biosecurity, biological resource centres, and coordinating policy advice on the biobased economy. She was also an Adjunct Professor at the Faculty of Law, the University of Technology, Sydney, Australia, and has published more than 40 peer-reviewed papers, book chapters and articles. Email
Peter Gardiner joined the Science Council Secretariat in July 2005 and has worked with the Standing Panel on Priorities and Strategies. Trained as a zoologist at University College London, UK his original research was carried out on trypanosomiasis (at the Centre for Tropical Veterinary Medicine, the University of Edinburgh, Scotland; the Laboratory of Parasitic Diseases, National Institutes of Health, USA; and at the International Laboratory for Research in Animal Diseases, Nairobi, Kenya. He has 25 years experience of working in the CGIAR, principally with the International Livestock Research Institute (ILRI, formerly ILRAD) in Kenya and with the WorldFish Center (previously ICLARM) in Manila, the Philippines, and subsequently in Penang, Malaysia. Sirkka joined the Secretariat of the Technical Advisory Committee (SC’s predecessor) in 1999. She joined the Secretariat from the position of Senior Researcher at Agrifood Research Finland where she worked for developing biotechnology tools for practical breeding. In 1989-1992 she served as an Associate Scientist at the International Maize and Wheat Improvement Center (CIMMYT) and subsequently received her doctorate in plant breeding from Helsinki University. She has worked for the Nordic Gene Bank and as volunteer in Tanzania and Sudan. She has a certificate from the International Course for Development Oriented Research in Agriculture. She has authored some 50 publications, including 20 peer reviewed articles. Email
Tim joined the SC Secretariat (while TAC Secretariat) in 1999 and has served as secretary to the standing panel on impact assessment since 2002. Before coming to the Secretariat, he was principal economist at the International Crops Research Institute for the SemiArid Tropics (ICRISAT), where his research focused on commodity supply/demand related issues, adoption analyses and research priority setting. He joined ICRISAT in 1989 as a Rockefeller Foundation social science research fellow and later served as leader of the Economics Group there. Tim began his international career as a Peace Corp Volunteer in Nepal in 1977-78. He has BS and MS degrees in Agronomy and a PhD in Agricultural Economics from the University of Illinois. Haruko joined the SC Secretariat in July 2006. She brings her experience from the United Nations Environment Programme (UNEP) in Nairobi, where she she spent four years dealing with biodiversity-related international agreements. She has also been a fellow of the biodiplomacy program at the United Nations University's Institute of Advanced Studies (UNU-IAS) and a project manager on bioethics under the EU's Sixth Framework Programme. Her interest spans across agricultural and environmental policy, biotechnology, intellectual property rights, and genetic resources policy. A Japanese national, Haruko has a PhD in Biotechnological Law and Ethics from the University of Sheffield and a MA in Comparative Biochemistry from University of California at Berkeley. Muriel is the administrative coordinator of the Science Council Secretariat. Muriel joined SC in 2007 and is the Administrative Coordinator of the Science Council Secretariat, overlooking all administrative actions and programme/budget related aspects of the Science Council Secretariat. Muriel joined FAO in 1991 and was previously assigned to the Socio-Economic Analysis and Policy Implications of the Roles of Agriculture in Developing Countries Project funded by Japan, in the Agricultural Development Economics Division (ESA). She had overall administrative and financial backstopping responsibilities for the project including the organization of conferences and meetings abroad. Anastasia joined the SC Secretariat in May 2006. She is responsible for the publications produced by the the SC Secretariat. Anna Maria joined the SC Secretariat in January 2008. Prior to the Secretariat Anna Maria pervious work experience was in the Travel Unit at the Food and Agriculture Organization of the United Nations from 2001.
